27. Ike Dubaku Season(s): 7 Bio: http://24.wikia.com/wiki/Ike_Dubaku Dubaku... you know, I find it easier to talk about him in negatives instead of positives. For one, he's an early season villain, and quite honestly, he's not the focal point of the beginning of season 7 -- that's Tony Almeida. Evil Zombie Almeida is far more compelling than Dubaku could ever be. For another thing, he has this crappy subplot with his girlfriend Marika, and that subplot has another subplot, her stupid jealous disabled sister Rosa. I hold that whole thing against Dubaku too. On the positive side, Dubaku is just a cool guy and a good villain. His demands to President Taylor were good when he kidnapped Henry Taylor, his methods of coercion on Michael Latham were good, and he was all around competent. Plus, I like his accent. I think that might be why I like him so much. Dubaku doesn't have a single great scene but he's a compelling villain. 26. Ramon Salazar Season(s): 3 Bio: http://24.wikia.com/wiki/Ramon_Salazar Salazar sets the tone early on when he talks to Jack through a one-way mirror and then kills his attorney in front of him with a pen. Later, he antagonizes the warden (who he later has killed) and tries to get him to punch him. Ramon is a lunatic who extracts fun from all walks of life. As the day goes on, Ramon slowly goes from psychotic guy who will do anything to businessman, and his greed ends up being his downfall. I love his prison break with Bauer. I love how he can't stop thinking about killing him on the plane. I love his relationship with his brother and how it erodes when money comes into play. Ramon gets less cool when he's all flustered and thinking of the Salazar family name -- Bauer really played him here -- but when he's in jail without a care in the world, he's awesome. --- xyzzy |

while writing up Dubaku I felt kinda bad about that. Dubaku has a cool
air about him but when you break it down, he's not as cool as he seems. that said, sometimes I can be a little overanalytical so maybe it's a good thing I just went by how he 'feels' instead of his moments and accomplishments. --- xyzzy |
I
think Dubaku's just one of those characters who ends up being far
better than the sum of his parts. He has this cool air around him the
entire time he's on the show. None of the good guys OR bad guys ever
actually one up him either. The scene where Dubaku meets up with one of
the corrupt government officials and instantly realizes they're
planning on disposing of him is great. The way he just turns the entire
situation around shows what a competent villain he is. If it wasn't for
him being a human and actually having feelings for Marika, he would
have gotten away with it all too. Plus, I love the fact that he's a terrorist threatening the president of the United States and yet goes around taking public transportation and has to meet up with his girlfriend for lasagna. The entire things so absurd it's awesome. --- Demyx is better than Axel. |

25. Omar Hassan Season(s): 8 Bio: http://24.wikia.com/wiki/Omar_Hassan Omar Hassan wasn't always awesome. He's cheating on his wife with some annoying journalist. Instead of leaving his wife, he sticks around and she antagonizes him at every possible second. When Farhad double crosses him, Omar has random people locked up out of paranoia. For being this supposed great leader, he doesn't exactly have good control of his family or his own country. From when Kayla is kidnapped by Tarin until his death, though, he's good. His final hour is obviously his shining moment: Hassan tells Jack that he can not let his people get slaughtered to protect him. Jack gives him a gun, Hassan shoots a guy about to shoot Jack, learns that the terrorists have threatened to detonate if he isn't delivered to Samir, then crowbars Jack. He locks up his family, apologizes and goes with the terrorist Jack shot in the foot. Hassan is taken by Tarin, and despite Tarin talking down to him, Omar stands firm on his decisions and beliefs. When Samir gets his hands on him and tortures him, Omar still stands firm, refusing to do with Samir wants. When Jack and Renee finally get to Samir, Omar's already dead. The entire episode, you expect Omar to live. CTU and Bauer were hot on their trail and the entire point of season 8 was to kill him. This would be the equivalent of David Palmer dying in season 1. And when you see his dead body on-screen, it hits you hard and you realize how much you actually liked him. Omar Hassan went out like a champ. 24. Stephen Saunders Season(s): 3 Bio: http://24.wikia.com/wiki/Stephen_Saunders Saunders starts off *strong*. He blows up Amador, calls Bauer and demands to speak to the President. For the next 2-3 hours, he is in absolute control. He makes Palmer say that the sky is falling in a press conference for no reason other than to show how powerful he is. He even has Palmer execute Ryan Chappelle. He kidnaps Michelle and blackmails Tony, ultimately leading to him getting arrested for treason. At this point he's one hell of a villain. And then his downfall comes. Jack grabs his daughter Tony arranges for a trade of Michelle for Jane, only for Jane to run away and Saunders to get caught. Jack threatened Saunders with putting his daughter in the hotel and he surrenders within seconds, Saunders is brought in to CTU and gets shot by Gael's wife of all people. For a guy that was so powerful and secretive -- going as far as only showing his face to his daughter every six months -- this was one steep fall. It was like Saunders was SO powerful that they had to do something to make sure he didn't succeed. The end of season 3 kinda sucked, you know? --- xyzzy |

I think Hassan was the best one-season character on the show tbh. Obviously he's not in the same tier as people like Palmer, Jack et al but he was awesome. 23. Mandy Season(s): 1, 2, 4 Bio: http://24.wikia.com/wiki/Mandy Now here's a tough rank. Mandy can be seen one of two ways: she's either an elusive small-time slut or she's the most unique and interesting villain in the show's history. Mandy has blown up a plane, nearly assassinated a President and kidnapped Tony Almeida. She also didn't mastermind any of it (except the kidnapping of Tony, where she was pretty damn good and was only stopped by the fact that Jack Bauer is god reincarnated). She is the cause of a sex scene in a plane bathroom, some lesbian action and a cross-gender cross-race punch by Curtis. She's got some real charm to her and I spent the better part of four years hoping she would magically turn up again. The fact that she's still alive and okay after everything she did is pretty impressive given that every other person on this list is dead or should be dead. I really wish we could have seen her one last time. She was the first thing we ever saw on 24 -- I wish she could have had a part in the last part of day 8 too. 22. Tom Lennox Season(s): 6 Bio: http://24.wikia.com/wiki/Tom_Lennox The end of day 6 at the White House is a mess. You've got Noah Daniels, Lisa Miller and Karen Hayes doing their best to show how incompetent a government can be. The only thing saving the post-Wayne arc is Tom Lennox. Tom starts out as a superdouche, a guy only there to be an antagonistic jackass. He goes after Karen's career when he can't detain arabs for no reason. He tries to enact policies that Wayne has already shot down. He was nearly complicit in the attack on Wayne Palmer -- some could argue that he looked the other way. From then on he is solid gold. He blackmails Noah and Lisa when they try to commit perjury. He comes to Karen's aid after shutting her out for so long. Tom helps fix the Lisa Miller situation and it would have worked if everyone else around him wasn't so damn incompetent. All throughout this mess, Tom has some brilliant lines and makes everyone else around him look bad. Without Tom Lennox, the second half of season 6 would have been a complete disaster. (some would argue it already is, but I think it has *some* merits, and a lot of them are thanks to him) --- xyzzy |

loved Lennox. 6 was the first series I watched and I remember actually
preferring Lennox to Bauer, who at that point seemed a slightly
overhyped, needy mess (though admittedly pretty cool, like when he

From the Mandy page on 24 wiki: Joel Surnow later revealed that if a spin-off series is produced after the 24 feature film (the spin-off series would revolve around CTU NY agent Cole Ortiz from season 8) that Mandy will likely return, and possibly in a much larger role. Ugh. More of cardboard cutout Freddie Prinze Jr.? Why? I suppose there's not anyone else left really except for Chloe, and I don't know if her anchoring a series would work. --- "Ahem! 21. Abu Fayed Season(s): 6 Bio: http://24.wikia.com/wiki/Abu_Fayed Season 6 might not be great, but Fayed is pretty damn good. Before day 6, he planned out several successful small attacks across the US that killed hundreds of people. He starts out the day by extorting $25 million from the government and being given the guy who killed his brother during an interrogation. By hour 4, he had detonated a nuke in LA and killed 12,000 people instantly. Fayed has a personal hatred for Bauer and some real hatred for America. As a terrorist, he's really good. Things go south once he has to team up with Gredenko, a guy who isn't nearly as competent as Fayed. Fortunately, Fayed cuts off his arm and he bleeds to death. Fayed ends up captured by Bauer, but doesn't even think of cracking no matter how much torture he endures. Bauer ends up staging a fake rescue to try and find the nukes because he knows how committed Fayed is. Then there's the final battle with Fayed, a grueling fist fight that ends up with Fayed being hanged from a chain. It's the best Bauer/final villain takedown in the series, and the only reason it isn't remembered as a top tier scene is because a.) it's in season 6 and b.) it happened in episode 17 instead of episode 24. This takedown killed anything he did to the Drazens (though admittedly, it didn't have as much emotional impact due to the fact that it wasn't season 1 Bauer and Kim wasn't supposedly dead). Fayed was the perfect terrorist for 24 - devoted, hardcore and dangerous. 20. Chloe O'Brian Season(s): 3, 4, 5, 6, 7, 8 Chloe starts out season 3 as a headcase. She is probably the most competent analyst in CTU history, somebody who can run circles around all the computer dorks out there. Chloe's gimmick has always been that she has no people skills whatsoever and just says things in the most blunt way possible to get out of any conversation. In season 3 she does this routinely and can be flat out annoying - by season 8 she's actually a really likable character that acts like a real human (though when stressed, she will still fall back into Annoying Chloe mode) Chloe's main asset is that Jack trusts her more than anybody else in the world. By the time we get to season 4, she gets detained for working behind Driscoll's back. By season 5 she's got people gunning for her head just because she knows Jack is alive. By season 8 she's running CTU and still helping Jack despite the fact that he's stolen a chopper against Presidential orders and just murdered two dozen Russians in the span of 5 hours. As a character Chloe isn't always the coolest one out there, but her dedication to Jack is very charming. Jack dehumanized a LOT from season 3 through season 8, but the one constant in his life -- or at least his on-screen life -- has been Chloe. That's not to say there haven't been dumb Chloe plots over the years. Chloe and Morris is a disaster and season 6 Chloe suffered hard because of it. She randomly had a baby after season 6 that only got a brief mention in season 7 and nothing at all for season 8. She was nailing some dude named Spenser in season 5 that made no sense whatsoever. That's not to say that she has no good moments though. My favourite random Chloe moment is in season 5, when she's helping Jack from a bar. Some random dude comes up to her and says "I can help you steal some bandwidth" and Chloe just tasers the crap out of him, letting him lay there while she continues working. By the time we get to season 7, Chloe is legitimately likable instead of just being likable in that quirky, bizarre Chloe way. By season 8 she's a real protagonist and someone people are actually relying on instead of just being some off-beat analyst. Chloe's maturation is one that I've really liked over the years. --- xyzzy |
